Is ChatGPT blocked in Russia?
Yes — ChatGPT is effectively unavailable in Russia: OpenAI does not serve Russia (vendor geo-restriction), on top of network filtering. The domain may still respond at a CDN edge — Voidly measures 50% raw network reachability — but that is not the same as the service working.
The situation
OpenAI does not officially serve Russia, and Russian networks have increasingly throttled or filtered Western platforms. Reachability is often intermittent rather than a clean on/off block.
How to read this verdict
A "partial" verdict means our probes see degraded or inconsistent reachability — it loads sometimes, fails other times — which is common under throttling rather than a hard block.
Voidly measures network reachability only — whether the service loads from inside the country. That is distinct from a provider declining sign-ups in a region (a policy layer we do not conflate with network blocking).
