Key Messages

The Problem

An estimated 4.2 billion people live in countries where internet freedom is restricted (Freedom House, Freedom on the Net 2024). Traditional monitoring detects blocks hours or days after they happen, too late for those affected.

Our Solution

Voidly aggregates 29.7M+ network measurements into a unified database with stable identifiers, enabling real-time tracking and academic citation.

What's Different from Existing Projects

OONI, CensoredPlanet, and IODA generate raw measurements but don't classify incidents or assign citable IDs. Voidly unifies data from all three (plus our own Voidly Network) into verified, ML-classified incidents with human-readable identifiers (like IR-2026-0142), evidence chains, and confidence scores. Researchers and journalists can cite and verify programmatically.

Incident Detection:

  • Z-score anomaly detection (≥2.0 std dev)
  • Known event matching (Wikipedia, OONI reports)
  • Gradient Boosting classifier (99.8% F1, internal eval)

Confidence Scoring:

  • 0.95: Matched known event + 1000+ measurements
  • 0.70-0.95: Matched event + 100-1000 measurements
  • 0.60: Unmatched but high anomaly rate
