Exact domain lists are transcribed from the existing API and landing catalog. They do not establish that every configured domain was measured in the returned data.

• Flagged evidence share divides the blocking-signal count by measured evidence. Measurement concentrates on particular places and domains; this is not the share of countries or users affected.
• Countries with evidence includes countries with measurements, including accessible observations. It does not count blocked countries.
• Composite score is an API index, not a calibrated probability or a confidence score. It includes the source’s block-rate, method-severity and probe-coverage inputs. No single score proves a nationwide block.
• Reported rate can reflect upstream adjustments. It may differ from blockedCount ÷ evidenceCount, including partial records with a nonzero rate but zero flagged evidence. Both values remain visible.
• Probe coverage is the source’s coverage input from observed probe nodes, not population or national ISP coverage. A zero may represent absent probe observations.
• Generated time dates a response. The APIs do not necessarily supply an observation window; no rolling-window or refresh-frequency claim is inferred.

Method names are source labels. Domain reachability, vendor restrictions, network failures and intentional censorship can differ. Check methodology and the record’s evidence before attributing cause.
