Two censorships: the world blocks gambling, the deepest censors block speech

A companion finding shows the world's most-blocked websites are gambling and porn, not news — true, but that's the BROAD picture (many countries each block a few casino/adult domains as routine licensing law). Ask instead what the HEAVIEST censors block and the opposite appears: the countries that censor DEEPLY target political SPEECH, not vice. Voidly's /v1/measurement/intent-profile joins each country's nationally-blocked domains (confirmed across >=3 networks) to the 14k Citizen Lab category list and reports three low-contestation focus shares — speech (news/human-rights/political), regulated 'morality' (gambling/porn/drugs), and circumvention tooling (VPN/anon). The two deepest censors in the corpus are speech machines: Iran blocks 789 domains (News 110 + Human Rights 81 + VPN 75), Russia 608 — including 264 NEWS outlets, more news domains than the next-deepest country blocks of everything. Then the depth flips: Indonesia (256: Porn 51 + Gambling 47) and Thailand (83: Gambling 21 + Porn 19) go just as deep but on morality content, with little news. Saudi Arabia and Turkey are genuinely mixed (news AND vice); India's list is the most spread (no dominant category). The most-blocked-DOMAIN leaderboard rewards breadth (betfair blocked in ~10 countries because gambling-blocking is legal and ordinary), so gambling wins; aggregate by how much ONE country blocks and the political censors tower over everyone. Same dataset, two questions, two villains — conflating them puts a casino blocked in Belgium in the same sentence as a news site blocked in Tehran. HONEST CAVEATS: anomaly-based censors under-counted (China's GFW reads as 'anomaly' not 'confirmed' → only ~15 confirmed domains, not its true scope; the split is most reliable for DNS-poison regimes IR/RU); shares are over tagged domains only (~86% overall, but just 24/218 for Italy's rotating piracy, small tagged counts for KR/PL); free countries with tiny lists (NL/ES/CA) are measurement-FP noise, excluded from the thesis; the confirmed layer is a periodic snapshot (see /v1/measurement/freshness). A fingerprint of priorities, not a precise budget. CORROBORATION (both poles): Indonesia's Kominfo TrustPositif blocked 1M+ sites — of 213,735 pages blocked in 2022, 156,975 gambling + 51,588 porn (~98%), news a rounding error (OONI/iMAP 2022, Freedom House) = the morality pole in the censor's own numbers; Iran/Russia rank among the worst for press freedom and nationally block news outlets (RFE/RL, BBC, DW, Meduza) per Freedom House FOTN = the speech pole.
