profiles regardless of which restrictive regime you measure from:
- getlantern.org — 100% blocked across all probe vantage points (the anti-censorship circumvention tool)
- skype.com — 100% blocked (Microsoft retired Skype globally, but we still measure it for historical baseline)
- signal.org / messenger.com / whatsapp.com — 23–24% blocked globally
- tiktok.com — 22% blocked (US state restrictions, India ban, others)
- washingtonpost.com / aljazeera.com / rferl.org / voanews.com — 15–22% blocked (international news media)
- expressvpn.com — 9.7% blocked (commercial VPNs)
The toolkit is consistent: news media (especially Western-funded broadcasters),
encrypted messaging, VPN providers, and circumvention tools. The actors differ
but the methodology converges.
